Five months have passed, yet Madhya Pradesh Transport Commissioner Vivek Sharma hasn’t visited his own headquarters. This is strange in itself. Whatever arguments transport officials or honorable officials may offer about Bhopal being a camp offic, they are meaningless. Complainants have now stopped coming to the abandoned headquarters.

Another surprising thing is that the 15 to 17 constables hired to transport the Transport Commissioner’s files are also being made to do night duty. Constables are deployed at the Transport Headquarters in shifts of two. This is because the Transport Headquarters does not have outsourced security guards. Consequently, these constables are being made to work even though this is not their job. These constables, attached under various pretexts, are being made to do this work, while the Transport Department constantly laments the lack of staff for field action.

It should be noted that Madhya Pradesh has other headquarters besides the Transport Headquarters in Gwalior. The Transport Headquarters’ grand building is also located on Hurauli Hill. Commissioner Vivek Sharma has not visited the Gwalior headquarters for the past five months; his chamber lies empty. Furthermore, the post of Additional Commissioner of the Transport Headquarters is also vacant. No officer has been permanently posted there since IPS Umesh Joga. Entire files for the Commissioner are sent to Bhopal. For this, not just one or two, but a whole team of constables has been deployed, which amounts to a misuse of the department’s resources and manpower.

The Transport Headquarters no longer has outsourced security guards. It’s been reported that transport constables who shuttle files from the Transport Commissioner’s office between Bhopal and Gwalior are being used to fill these security gaps. Two constables are rotated at night. This is how things are managed throughout the month. In reality, whether it’s the district or divisional transport departments, the shortage of personnel is cited every time action is taken.

The Transport Department headquarters in Gwalior exists only in name, with everything being managed from Bhopal. When the Transport Commissioner doesn’t come, it’s obvious why his subordinates would bother working at the headquarters. People from all over the state come to the headquarters, inquire about the Commissioner, and then return. Officers and clerks reply that they are not there.
