Which city is the safest and best for women? This question has been answered in the fourth edition of the Avtar Group’s latest report, Top Cities for Women in India (TCWI). According to the report, Bengaluru (score 53.29) ranks first in the country in terms of women’s participation, safety, and career growth, while Chennai ranks second.

The report ranks cities based on the City Inclusion Score (CIS), a score derived by combining two key parameters.

Social Inclusion Score (SIS): This measures the safety of the city, ease of living for women and basic amenities like health.

Industrial Inclusion Score (IIS): It assesses job opportunities for women and the facilities provided by companies.

Highlights of the report

Bengaluru and Chennai dominate: Bengaluru tops the list for career growth and industry support, while Chennai leads in social factors such as safety, public transport, and education.

Delhi-NCR: While Delhi, Gurugram, and Noida offer a wealth of jobs for women, these cities lag behind in safety, affordability, and mobility. However, Gurugram’s ranking has improved compared to last year.

Challenge of Mumbai and Pune: Mumbai offers excellent career opportunities, but the high cost of living and poor infrastructure remain a major challenge for women.

Smaller cities gain influence: Tier-2 cities have seen an increased participation in the 2025 rankings. Cities like Shimla and Thiruvananthapuram are socially favorable for women, but they face significant employment shortages.

Regional performance: South India leads

Regionally, South India was the most inclusive region, followed by Western India. According to the report, Central and Eastern India (the regions of Bihar, Uttar Pradesh, and Odisha) lagged behind in both women’s social security and industrial participation.
